Rell Urged to Sign Landmark Health Care Bills
Hartford, CT, June 23, 2009 -- Representatives of small business joined Speaker of the House Chris Donovan, Senate President Donald WIlliams and Secretary of the State Susan Bysiewicz in calling on Governor Rell to sign the landmark Connecticut Healthcare Partnership and Sustinet bills.
"The Connecticut Healthcare Partnership and SustiNet plans both offer small businesses, non-profits and others the opportunity to access affordable and quality health care," said Bysiewicz. "I urge the Governor to support these comprehensive initiatives, and lend a hand to the thousands of struggling entrepeneurs and others across the state without healthcare."
The Connecticut healthcare Partnership legislation will allow municipalities, small businesses and non-profits to voluntarily join a self-insured state employee health plan. It would create a large pool of insured lives with increased bargaining power and lower costs, and through self-insurance would save the state an estimated $70 million upon implementation. It is estimated the state would realize ongoing savings of $10-$20 million annually from self-insuring the state plan.
The SustiNet Plan provides a framework for health care reform based on the recommendations of a voluntary board of directors and advisory committees. The board will produce recommendations on how to make the SustiNet plan available to state emploees, municipal, non-profit and small employers, other employers, individuals and eventually the beneficiaries of Connecticut's public health benefit plans (HUSKY Plan Parts A and B). The plan ephasizes evidence-based medicine, prevention, the medical home model of care, and controlling costs through system reforms such as electronic medical records.
Also speaking were members from Small Business Owners Association, the CT Association of Realtors, and several Chambers of Commerce, all calling on Governor Rell to sign both bills into law.
Following the press conference, Speaker Donovan and Senate President Williams, accompanied Secretary of the State Bysiewicz as she delivered both pieces of legislation to Governor Rell's office.
