Health Care Pooling Bill Signed

Council 4 Executive Director Sal Luciano issued this statement on Gov. Malloy's signing of SB 913/PA 15-93, the landmark health care pooling bill that will enable municipalities and boards of education to voluntarily enroll their employees in the state health insurance plan at cost:

Health care costs are a contentious issue at bargaining tables across the state. True health care pooling will benefit municipal taxpayers by dramatically reducing the cost of health insurance for public service workers. We’ve already heard from several municipalities interested in joining the state pool because its cost is lower than many of the plans currently available.

This program is strictly voluntary, but if a city or town can provide its employees with quality coverage and save money, that will help stretch local taxpayer dollars to cover other needs–such as expanding vital services or decreasing the mill rate. This is the beauty of health insurance pooling, and it’s why our union members have worked for 12 years to see it become a reality in Connecticut.
