PURPOSE:
Provides Collective Bargaining services to affiliated Union locals.  Prepares and presents cases before administrative bodies.  Advises and assists local leadership in managing the local union, organizing the local membership and general guidance concerning labor relations.  Assists in developing and implementing programs to empower the membership and local leaders in responding to work related issues.

SUPERVISION RECEIVED:
Performs tasks under the direction of the Director of Collective Bargaining and Organizing.

EXAMPLES OF DUTIES:
Contract Administration: Prepares and presents grievances through arbitration and briefing.  Provides advice and guidance to local leadership concerning issues of contract interpretation and application.  May assist the Chief Spokesperson (Staff Representative) in the preparation for contract negotiations, including interest impasse resolution procedures, hearings and briefs.

Prohibited Practices: Prepares and presents prohibited practice complaints from the drafting of the complaint through the informal case conference.  Assists in the preparation of the case for presentation at the formal hearing.  Negotiates and drafts settlement agreements.

Organizing: Implements plans for organizing existing members in support of the social, political and collective bargaining aims of the Council and local.  Assists local leadership in the development of internal organizing campaigns (demonstrations, job actions, etc.).  Organizes new bargaining units.

Other Services: Assists local leadership in managing the local union by providing guidance in running meetings, political activity and advising the local leadership on the general conduct of the local union’s social, political and collective bargaining activities in accordance with the policy positions of the Council.  Serves as a union advocate panel member for reclassification grievances.  Assists in preparing informal unemployment and workers’ compensation hearings.

MINIMUM QUALIFICATIONS:

Education and ExperienceThree (3) years of experience in Labor Relations/Union knowledge required, including contract administration and the presentation of grievances.  Education may be substituted for the experience requirement on the basis of fifteen (15) semester hours of post-secondary education equaling one-half (1/2) year of experience, to a maximum of two (2) years substitution.

Knowledge, Skill and Ability: Knowledge of public and private sector labor laws and related case laws.  Knowledge of the methods and procedures for preparing and presenting grievance cases.  Knowledge of parliamentary procedure, union structures, bylaws and goals; and knowledge of the general conduct of local union affairs.

Sufficiently proficient in mathematics to perform the necessary calculations to analyze costs.  Ability to develop cost projects in percentages and absolute values; develop graphs and similar presentation materials.  The ability to give clear and concise written expression of theories, evidence and argument in documents such as brief, contract proposals, narrative reports, promotional material and general correspondence of a complex nature.  Ability to make effective oral presentations in a variety of forums including, grievance hearings, public meetings and union meetings.  Ability to motivate and persuade others.  Ability to research and analyze information.

Extensive travel. A valid driver’s license is required.
