JOB DESCRIPTION

PURPOSE:
This position is responsible for the coordinating and supervising of services provided by staff to Council 4 locals, chapters, partners and allies, throughout the labor and political movement.  The main focus of the position is on collective bargaining and labor relations in accordance with the mission and objectives of the Council.

SUPERVISION RECEIVED:
Performs tasks independently; works under the limited supervision of the Executive Director.

SUPERVISION EXERCISED:
Has lead responsibility over staff as assigned.

DESCRIPTION OF DUTIES:

  • Provide Leadership support to the Executive Director and Leadership Team.
  • Supervise Staff/Departments as assigned to include training, assignments, and discipline.
  • Review and modify staff assignment workloads resulting from fluctuations in individual loads and make temporary reassignments of cases.
  • Analyze logistics, processes and operations, identify opportunities for improvement, and help develop policies and procedures.
  • Review staff performance, contracts and agreements for desired results and trends.
  • Prepare and present reports on the status of service, settlements, board decisions, etc. to the Executive Director and members as requested.
  • The Director will participate in the development of position baselines for negotiations and other matters including but not limited to sitting on Interest Arbitration panels as the Labor Advocate.
  • May act as a representative of the Executive Director
  • The Director will be responsible for other duties as assigned by the Executive Director.

REQUIRED KNOWLEDGE:
The Director of Collective Bargaining must have a thorough knowledge of collective bargaining and related laws; the structure of AFSCME at all levels, including knowledge of the International Constitution and relevant judicial decisions and parliamentary procedures.

REQUIRED SKILLS:
The Director must possess the skills required of a Staff Representative at the highest level.  Additionally, the Director must have sufficient administrative ability and experience to assist in the management and direction of staff assigned throughout the state.

The Director must be able to provide prompt high-level advice to staff on all matters related to their duties.  The Director must provide training, direction, and analysis of the work generally performed by staff.  The Director must possess good mediating and problem-solving skills.

REQUIRED EDUCATION AND EXPERIENCE:
The Director must have at least ten years’ experience in labor relations. Including five years in a position equivalent to that of a staff representative or higher. Must have knowledge and experience with the processes outlined in the Connecticut Municipal Employee Relations Act and the Connecticut State Employee Relations Act. 

ADA REQUIREMENTS:
A Valid driver’s license is required.
